Review: Mobile Defense for the Android OS

Ill keep my review short as I am sure there are many reviews of the software out there.

In a nutshell, Mobile Defense is an Android application (available from the android marketplace) that rests dormant on your phone.  Think of this as a "Low-Jack" system for cell phones.  In fact, today I had to use the service because I couldn't find my phone and being many miles from home I needed peace of mind that it did not fall into evil hands.

To connect to the service you must first download the application to your phone.  Then launch the application to finish the registration process.  To locate or activate any of the security features on the phone a user would go to the Mobile Defense website and login.  To wrap up my story I located my phone via the website and its location was at my house.  Whew!

Mind Power


The power of human mind is in itself mind-boggling.  I have learned many different concepts about the power of the human mind such as our own ability to fight disease without drugs, operate under stressful situations such as war, and the highly complex functions that no present day computer can replicate with the same processing speed.  If we were to measure the speed of our brain process in relation to a computer processor our brain operates at 1680 gigahertz.  In contrast a typical home computer runs at about 2 gigahertz.  Our mind is so adept to processing information that we can read broken sentences with mistyped words and our mind will automatically search for the best fit for the mistyped word, fill them in, read the word for comprehension, then read the next word to make sure the sentence makes sense.  Unfortunately this kind of “superpower” leads to writers leaving typos in their own work because the mind has already created the solution.
Another fact is that the human mind can adapt to a stressful situation and achieve a positive result.  A good example would be the effect of stress on soldiers and professional athletes.  Soldiers and professional athletes endure years of training that regularly hone their skills in their field which leads to mental conditioning.  This type of conditioning prepares the mind to tell the body how to react when needed.  When a soldier is under heavy fire from his or her enemy he or she knows how to react quickly and effectively to ensure their survival.  Although mental conditioning is purposeful in a stressful situation, the human mind will seek options when threatened and provide itself with the most reasonable course of action.  This type of action is also known as a “gut-feeling” or “fight or flight” response.
The human mind is very powerful at fighting disease.  There have been many reports of patients who suffer from chronic and terminal diseases that live longer and sometimes even force the disease into dormancy.  The mind creates its own “cure” which medical science has a difficult time explaining.  Adrianne Lord writes in her paper Consciousness and the Placebo Effect about patients who were given fake treatments and fake drugs, and these patients were unaware.  The healing power of the mind created its own cure and most of these patients experienced recovery similar to those who took the legitimate drug.  Although one explanation is that the placebo may have reduced the patients anxiety levels, I believe that the human mind is powerful at achieving just about anything set forth by its owner.

Can We Return To Normal?

We have all experienced the Christmas shopping madness in one form or another (see: True Christmas Purpose) and collectively we survived.  May we now return to normal?  I look forward to endless hours of "bitching" about "how much money on presents", and I am almost sure to hear "My credit line is maxed out."  The complaints will be a hurricane fueled by frustration when the new year bell tolls and January credit card bills start to flow in like a tide of debt.  I submit the following logic.  If you purchased gifts for those you truly love with all your heart then I will empathize with your complaints; however, if you purchased gifts for those just to be a great gift-giver then your complaint will fall on uncaring and deaf ears.
Nevertheless, one cannot put a clear price tag on the joy that many children experience when they open their gifts. I cite one particular YouTube video where a child is so overcome with joy and gratitude that his emotions overwhelm this hardened author with happiness (Link).  I am delighted when receivers genuinely enjoy their presents and understand that what sacrifices must have been made to obtain said presents.  For my Christmas I received Buffalo and Elk Jerky.  For those that know my carnivorous tastes then you know I am on Cloud Nine.
Now that the shopping season is over I wish for everyone to return to normal.  I want everyone to take stock in what they have, who they are with, and remembrance for those who are no longer with us.  I will sit back in my chair and take a long deep breath of relaxation as I enjoy this day off.  As for Christmas returns that will soon follow; that is another story waiting to be told.

True Christmas Purpose

Christmas is a special time of year when the aura of friendliness is supposed to warm the soul.  How wrong I was when I went to work this afternoon.  The holiday season is about impatience, driving fast in a parking lot to find a space, and grabbing items of the shelf in a frenzy as if some unique bargain could only be found during this time of year.  The streets are clustered with drivers mashing the center of their steering wheel as though pressing harder would make the car horn exponentially cacophonous.  Some forcefully wake ourselves from sound slumber in the early morning hours to spend money we don't have, and we make our way to a store to buy presents for others that we cannot afford.  The season causes sheer madness in some of us.  Both timid and tenacious persons of all ages and genders suffer equally from holiday lunacy.

The superficial shopper proclaims to superficial listeners, "I buy these things because people I know would love them."  I guess these people need to be spiritually validated by their fellow man, and not God, the true reason of the season.  Clearly the essence of Christmas has been lost and has been expeditiously replaced by commercialism; therefore, I provoke the following thoughts within myself.  "Why should I continue to purchase presents for others?  Who am I honoring by doing so?  Am I forcing my friends to reciprocate?  I prefer to spend my money on the person who earned it in the first place, or buying presents for others would be easier clarified as showing genuine appreciation to those who have made the most in your life.  Simply just tell someone you care about them and they mean something to you.

My true purpose of Christmas is remembering those who made a difference in my life.  To my teachers, for providing me the knowledge that no one can ever take away.  To my friends, whom I have always respected for being individuals and being everything they can be.  To my family, the loving center of my existence and bearing the prodigious responsibility of being there for me.  Merry Christmas everyone.

The Violent Journey of Finding Peace

This is not an anti-war statement. This is a survival statement. Since humans first understood discomfort they wanted peace. We have been fighting each other since the dawn of time. We have waged war over the land we walk on, in the air we breathe, and in the seas we swim. We fight for what we want such as water, food, territory, commodities both elemental and fundamental. We fight for a God we have never seen and we fight for beliefs that we sometimes don't really believe in. Each side of a war party sees the other as the offender, the defender of the nefarious, the wicked, and the perverse. Even though our armies grow tired of conflict, we must continue to fight until one side or the other has been vanquished. Our politics, our inherent racism, our perceived personal sacrifice creates a sphere of influence that is clear as day looking from the inside out, but obscure as muddy water when looking from the outside in. So we argue with other spheres. So we will go to war.

How can I fight an enemy who from the time of their first breath of life hates the very essence of who I am? If I leave them alone they will find me. Hunt me down where I live, and where I find my happiness. The enemy is poorly educated but battle hardened and fixated on my annihilation. To protect my peace, I must engage in war. The concept of going to war to achieve peace is not new to mankind. Peace means many different things to many different people. For some peace means living in a complete Utopian society in which their every need is met. To others peace could mean living comfortably with opulence. What about those who view their version of peace as having millions of soldiers and weapons protecting the borders of their country? Should they be any less entitled to their peace?

One could presume that if every single person on planet Earth decided in a single moment to leave each other alone to live in peace then peace might be achieved. I argue that this can never happen. Mankind will never experience peace because the human condition of greed and power must first be quelled; however, the desire to be better than who we are will drive our desire for power and education. Even if every single person earned the same wage, lived in the exact same house as the next, ate the same food, and had the same education we still would not have peace. We would be reduced to a population of drones. It is only a matter of time before the ambition of greatness by a single drone will start the chain reaction of independent thought and individual contentment. Welcome back to war.

Human Drivers of Yesterday


   In our modern world, the pleasure of driving has changed since the 1960’s. There was a time when the nostalgia of the wide-open road was much more of a reality than a fantasy. Drivers would drive from one city to another across open highways listening to the wind whip past the open window. In the 1960s, cars were not equipped with Global Positioning Systems, Bluetooth cell phone receivers, and satellite radio. In the 1960s, driving was about the pure uninterrupted joy of being “one” with the “simple machine” and the road. Today, our “simple machine” has lots of safety features, electronics to keep the driver and passengers entertained, and makes driving almost a daily chore of a complicated life.
    In the 1960s, there was always an open road. Back then, not many working adults could afford a car. When someone did finally buy one, the car was a way to escape daily life and entertain themselves with where ever the road led them and whatever adventures the road would bring. Driving was the ultimate form of affordable escapism. Families would load the car with packed lunches that Mom made with love and drive to the park. Teenagers would drive to meet their friends and hang out. Whatever reason a driver would have to get behind the wheel was good enough for them. There were no cell phones to distract drivers. All a driver in the 1960s had was the conversation of another passenger and the scenic views that passed by mile by mile.
    The driving culture of our modern day makes driving almost seem like a chore. We have to get up early in the morning to get ready for work. Rush hour commuters know that the earlier they leave for work, the easier finding a parking spot will be. My Mother gets up at Five o’clock in the morning and she only lives 12 miles from work. All she must do is get her ready for work and drive out, yet the early morning “rush hour” traffic is so horrendous that she leaves early so she will not be late for work. The number eighty-two is an express city bus that drives on the freeway early in the morning. When I ride on the number eighty-two bus, and I look out the window while in traffic, I almost never see any happy faces. Every driver stuck in traffic looks drowsy, frustrated, or irritated.
    The automobiles of the 1960s were a lot larger than the cars of today. For example, the 1965 Chevy Impala, 1963 Buick Skylark, and the 1966 Pontiac Bonneville are just about as long as full-size trucks of today, but those cars were two door models. The 1960s automobile were constructed with thick sheets of machine pressed steel. When a driver closed the door, he or she heard the door slam shut that reminded him or her of a vault door being shut. The motors were simple and easy to maintain. One glance under the hood and the first thing a driver would notice is the vast amount of space in the engine bay. Working on the car was something a father would teach his son in the 1960s. Lessons were not just about automobile maintenance but family bonding between father and son.
    Today’s automobiles are complex computer driven machines that have zero tolerance for tinkering. One look under the hood and a driver will be overwhelmed with what he or she is looking at. To me, the modern car engine compartment looks like a giant metal octopus covered in plastic wrapped in a cocoon of wires.  They are equipped with high tech gadgets such as tire pressure-monitoring sensors, ceramic composite cross-drilled disc brake rotors, and dual-zone climate control systems.  Other equipment found on today’s cars is simple things that we take for granted like the air and fuel mixture sensor that automatically adjusts your fuel injection system; nevertheless, drivers make random attempts to do their own repairs that usually leads the drivers to the nearest repair center. The repair manuals for most of these cars are printed in a binder so large the reader would need a physician’s approval just to lift it. Now I understand why car mechanics charge thousands of dollars for engine repairs.

So Long, Hello Again.

Goodbye Honolulu Community College.  School is over, for now.  Now is the time to file away all the notes that I have taken, all the handouts that I have been given, and all the papers I was asked to write.  My tranquility and peace is short-lived as I shall return back again in the Spring of 2010.  I just realized that it will be almost 20 years since I left high school that I am graduating with a Bachelors degree in college.  Another year at H.C.C. then I transfer over to the University of Hawaii.  I've always wondered why learning and this path of education has taken me this long.  I feel that my visual and auditory style of learning was best nurtured by the new technology that a college class has to offer.  So long to the green chalk board and hello to everything digital.  I am a child born of low-tech that has embraced the high tech life.

The Lie of Columbus

  The popular consensus and current legacy of Christopher Columbus is that of Christopher Columbus discovered the "new world".  An Italian explorer, his voyages financed by Spain over five-hundred years ago was for profit and prestige for Spain.  Christopher Columbus had many voyages during his explorations and solidified his place in history as one of the greatest explorers that has ever lived.  The popularity of Columbus is celebrated in the western world.
    The elementary school teachings that Christopher Columbus proved the earth was flat is wrong.  Regrettably this is the lie that we were taught in school.  Proof of a round planet earth was already known by ancient scholars.  According to Wikipedia.org, "The rounded shape of the earth has already been known in ancient times, although this came to be largely forgotten in the Middle Ages."  Recently, the popular opinion of Christopher Columbus discovering the world is not flat is changing.  Columbus sailed west to find a shorter route to Japan because he thought that the world was far smaller than previously thought.  The trip was about setting up a shorter trade route and becoming wealthy.
    Christopher Columbus did not discover America.  What he did discover was the West Indies.  According to Teacher Vision, the crew of Columbus finds land and meets the Arawak peoples.  Columbus asks them if they are in Japan; however, his discovery becomes clear that these people are not Japanese, so Columbus thinks they have landed in India.  This is why we have the term "Indians."  He claims the land for Spain and names it San Salvador.  The Arawak peoples currently inhabiting the land will soon be used as slave labor to mine gold and other riches for the Spain.  In no uncertain terms, this begins the genocide of the Arawak peoples. 
    Although Columbus sailed to Florida; crediting Christopher Columbus for the discovery of America is wrong.   Columbus promised his men would be rich; nevertheless, his men did not become wealthy as promised.  However, in the age of Columbus he would tell his men anything to sail with him as incentive.
    I feel that Christopher Columbus did not discover America, nor should he be praised as a hero.  The legacy of Christopher Columbus, in my opinion, is horrendous piece of misinformation that is taught to the children of the United States in our classrooms.  I feel that changing historical inaccuracies would be best and Christopher Columbus should be remembered for what he is.  An explorer who simply wanted to profit and be recognized for his accomplishments, and because of his greed and lust for power many indigenous peoples of "claimed" land suffer because of Columbus' actions.

The Power of Great Friends


Many years have passed since I last seen some of my friends. In fact, a little over fifteen years have passed, yet good friends from the past and present converged to a single meeting place to celebrate. My heart warms when I am surrounded by support as if the collective laughter and shared stories soothe any mind previously suffering from college finals. Over sake and uniquely tasty Japanese food we share stories new and old. In a table setting for twelve with myself in the middle I feel as if each person contributed something special. My friends from the far left of American politics having proper and polite dinner conversation with friends from the far right of American politics. An old friend who plays paintball engages a recent friend about the sport.  Everyone is involved in conversation and nobody was left out.  Just the way I like it.

I truly enjoy my friends as they are unique in their own special way.  Without them I certainly would be alone.

Zombie Apocalypse E-Z survival guide.


     There are many different survival manuals for the Zombie Apocalypse. In my version I give simple outlines in what to do and how to react in this crisis; however, we need to address a few skills as well as equipment you should have.



Suggested prerequisite equipment.

You need a few rifles and handguns. Forget about chainsaws because they run on fuel and take to long to cut through a zombie. Now this is not just for zombies but this is how you will enforce your will to survive around the living. In a time of great crisis people will break down to savagery you will also need a diesel truck preferably an early model. You want a diesel vehicle because you can run that rig off of vegetable oil when diesel pumps are inaccessible because the power is out.

Suggested prerequisite skills.

Having prior military survival training is very helpful. If you have none then perhaps now is the time to take survival training classes. At the least you should know how to purify water, tie different types of knots, basic welding, basic electronics, basic auto mechanics, and basic first aid. During the apocalypse you may be alone for a while and there will be nobody to call when you need to repair something.

First signs of trouble.


1. Get out of the house quick! Don't worry about grabbing clothes, your wallet, or your favorite Star Wars DVD's. That stuff wont mean jack-shit in the new world. Grab your gun, cell phone, and hit the road in your truck.

2. DO NOT stop for people asking for help. DO NOT attempt to rescue relatives or loved ones. Yes, this is a "dick move", but this is the time you take your cell phone and tell your loved ones where you are headed. If possible make sure they STAY PUT and lock themselves in a basement or somewhere with solid walls and no more than two exits. Time to get to a safe zone is of the essence and you will have to get them later.

3. Make your way to a Costco or Sams Club. In fact, any large warehouse shopping club store with limited exists are preferable. There will be enough supplies to last at least a year if not more. DO NOT go for the gun store, small grocery store or mall and be prepared to take the store by force.

4. Commandeer assistants because you are going to need help locking down the store. You may encounter resistance so use your gun and explain the situation to others. For those who do not agree with you; you must force them to leave and lock the doors behind them. Use large heavy bulk items to barricade the door. Be prepared to use the forklift to make moving heavy objects faster.

5. For now we will call this the "safe-house" and you should now be secured from the outside zombie threat.

Once you have secured the safe-house...
*Remember that power will stop working for from a few days to about a week from the time of the apocalypse.  Without living humans the grid will shut down, and when the power goes out basic services will cease to function.  No more cell phone calls, no more running water, no more flushing toilets. 


1. Find all the large clean 55 gallon trash cans you can find and take them to the deli, bathroom, or anywhere with a faucet. Start filling ALL the trash cans with water from the tap. You will use this water to drinking, cooking, and sanitation. Remember, when there are no living people working the public utilities, water and power will fail within days or weeks. DO NOT use bottled water. You are going to need these for later.

2. Make contact with loved ones and relatives including those who have agreed to help you. You are now the leader of a group effort and you must now act like a leader. You will need someone you can trust and both of you should start to formulate chain of command.

3. If your people are hungry, make sure they eat everything that is perishable first. DO NOT use canned goods because you will need those for later. Perishable food will expire soon and freezers and refrigerators will be rendered useless when the power goes out. Now is a good time to start charging the rechargeable batteries that the store sells.

Searching for survivors
 

1. Start making calls. Everyone who answers the phone, get their location and start planning a route to pick up survivors. A bus would be perfect but for now the diesel truck will have to work. Remind survivors that they should pack nothing but the basic essentials. I would agree that dogs and cats should be allowed to come because these animals add a comfort factor to survivors.

2. Travel in daylight only. Zombies do not care if it is day or night so it would be best to take advantage of the most light possible. Drive out and make sure they secure the door of the safe-house behind you. Drive carefully. Reckless driving will only lead to an accident that may disable your vehicle. If your vehicle is disabled, your odds of survival are slim.

3. DO NOT stop and pick up equipment. Stick to the plan and pick up survivors. Returning with survivors increases the morale of the people in your safe-house.

From here you can determine your next course of survival, but remember that you should react quickly and with purpose. You should remind yourself that people will be in a state of disbelief and shock and you should be prepared for that.

A new hope!


Previously I wrote about how I completely "bombed" a math test. Recently I spoke to my math professor and she advised me that she will drop the lowest score and replace it with half of the final exam which is worth two test grades. So after reviewing my scores, for me to pull off a "B", I need at least 81% or better on my final exam.

Needless to say that this small bit of information was a large lever that lifted worry from my mathematical heart. Of course, this does not mean I should not study and keep pulling forward.

In other subjects I am doing just fine. Physics, English, and Python programming are subjects that peak my interest and thus I express my knowledge properly on exams.; nevertheless, math is like a rusty rake being dragged over my brain. Perhaps the best thing to do is leave a message to my future self. "Hey buddy I know your final exam is at 8:30am on your birthday, but just relax and you'll be fine."

Math Bombs and Brain lock-ups.

Study, study, study and so I did. I walk into class with confidence as I have already scored high marks on every single quiz I have ever taken. I take out my trusted mechanical pencil that I have been using for years and the good old fashioned "click" style retractable eraser.

Then the professor places the test in front of me.

"What just happened?" I asked myself. Any and all process of thought has simply frozen like a dripping outdoor faucet of knowledge on a early morning Alaskan Winter. I feel my skin turn to stone and I search the deepest chasms of my brain for the smallest bit of knowledge. I ask myself again. "What just happened?"

The faculty and other students call this test anxiety. I call it pure fucking frustration. Similar to forgetting your best friends name when introducing him or her to a more recent friend. You know what it is, but your soft wrinkled mass of jello you call a brain refuses to report the information to your mouth; the mouth that which is now spitting out only sounds such as "um" and "uh."

So now everything comes to a crashing halt.

There I sit. Nearly motionless. The only movement is a nervous twitch from my right hand gripping the pencil tightly. Everything that I have learned such as Slope-Y intercept formula is gone. Luckily I remembered to wear pants.

Oh why brain have you forsaken me?

I find comfort in calling an old friend. Old as in time apart, not the actual age. She provides me spiritual and emotional comfort as I hold back the tears of rage knowing that soon my precious grade point average will slip.

The Apple Mind Control Phenomenon


Millions of hard working people around the world are under the irresistible spell of the Apple Corporation and the products that Apple sells. Apple creates “must have” products such as the Macbook, iPhone, and the iPod. Finding someone between eighteen to thirty years old who does not know what these products are is rare. Although there might be a small tribe of indigenous peoples living in Tanzania that has never heard of the iPhone, Apple has made their products popular around the world. I will applaud the efforts of the advertising gurus that successfully branded Apple with being “hip” or “cool.” Even I find myself laughing along with their commercials from time to time. I think about why the Apple computer is popular and how overpriced their products are. Apple's products are not as superior as some people like to think.

First, Apple's products are not as superior as some people like to think because they do not run all available programs. Microsoft Windows, also known simply as Windows, is the operating system of almost every home computer. In fact, Apple has only has Windows based computers are more affordable and runs over 90% of the software on the market today, but consumers unnecessarily spend thousands of dollars on a Macbook. CNET, a respected consumer product review website suggests that a consumer could buy a Dell XPS 13 with double the memory and warranty for the same price.

Second, Apple's products are not as superior as some people like to think because they do not support all the available hardware on the market today such as printers and scanners. Recently I was at the home of a friend, Robert. He decided that his family needed a new computer and subsequently purchased a $2,500 Macbook that evening. He took the computer out of the box and plugged everything in carefully and as instructed by the manual. He was assured by the Apple sales person that Macbook computers were designed to work with everything he already had including his Hewlett-Packard Deskjet printer. That evening Robert demonstrated everything his Macbook could do and I shared in his joy. When he tried to print a picture of his family the Macbook displayed an error message which annoyed him like a scratch on a brand new car. He asked me, “Why won't my computer print?” I plugged in his printer to my laptop running Windows. Within moments Windows automatically connected to the internet and downloaded the proper software to make his printer work. When I asked why he decided to choose Macbook over Windows his answer was “Because Apple computers don't get viruses.” From the Toronto Star “A lot of Mac users are in denial and have blinders on that say, 'Nothing is ever going to get to us,' “said Neil Fryer, a computer security consultant who works for an international financial institution in Britain, “I can't say I agree with them.”

Third, Apple's products are not as superior as some people like to think because repairing an Apple computer is inconvenient. Apple store locations have a “Genius Bar” which is anything but genius. The “Genius Bar” is staffed with Apple support technicians whose primary job is to repair and provide service to users who may have no idea what is wrong with their Apple products. A common problem an owner of a faulty Apple product might face is finding the nearest Apple store. Store locations may be a significant distance away forcing the troubled owner no other option but to make the time wasting journey and absorb the cost of long distance travel. A cheaper solution may be just to donate that Apple product to charity and enjoy the tax write-off.

Apple products are not as superior as some people like to think because Apple owners are at the mercy of Apple when they need upgrade parts. While there are some peripheral devices that are compatible with both Windows and Apple most of the internal hardware must be purchased from Apple; on the other hand, almost any computer electronics store carries replacement parts for Windows based computers. Because there is a wide availability of Windows computer components, Apple computers components are expensive due to their limited availability.

To buy an Apple product is suggesting that the buyer is someone who is “trendy.” Apple product owners are under the illusion that their product works better than the competition. I own a cell phone that exceeds the features of the iPhone; however, consumers stand in line and wait for an iPhone because they are basing their decision on popularity and want to be classified as “cool.” Beyond Apple's products appearance lies nothing more than an overpriced gadget that suffers from the same problems as its competitors. The bottom line is that the buyer has spent more money for less product.

The War on Welfare

The United States welfare system is being abused by people who have learned to take advantage of the welfare system. From my own personal experience with welfare I was laid off from my job working as a coffee Barista in Waikiki. I applied for welfare in 1993 and as I write about welfare reform I can understand most of the serious problems within our system.  In the summer of 1993, I remember being told by the welfare case manager, “Don’t worry about actually finding a job.  Just put a bunch of businesses you find in the yellow pages on your unemployment card.”  At that moment I knew that the system was broken and needed significant reform.  The present system needs such serious and massive reform that can only be successfully overhauled by controversial and radical ideas.  These new radical ideas will challenge the free-will and morals of men and women, and although some may view my proposed reform outline as heavy-handed or cruel, radical ideas must be cultivated if Americans want to see true change.  Feeling compassion towards others is a natural human tendency, but generations of failed government policy trying to tackle the welfare systems problems have most Americans “giving up” and thus turned a blind uncompassionate eye to the plight of the needy.  Charitable handouts and donations can only do so much good when system abusers repeatedly take advantage of those who are providing the handouts.  The American tax payer can no longer bear the burden of having their tax dollars spent on social programs that cater to those individuals who are able to work but choose not to.  James L. Payne reports that Horace Greeley, founder of the New York Times "favored having the state redistribute income by taxing the wealthy and giving their money to the less well-off."  Although later in Mr. Greeley's life "He judged nine-tenths of them to be shiftless vagabonds and concluded that the best way to respond to a beggar was to refuse aid" (Payne 22,23).  Some benefit recipients have become dependent on their benefits and see their monthly stipend as free money from Uncle Sam.  These "welfare criminals" will go to any length of effort to maintain their way of life without any regard to those who really need the supportive federal assistance.  The money that can be saved from curbing internal and external corruption and abuse can be used to fund educational programs that are realistic.  These new programs will pave the way for future generations and put America back on track.  In my new reform policy the attention will be focused on those who are able bodied and can attain gainful employment.  This paper’s new reform policies will not focus attention to those who are physically or mentally handicapped or the elderly because they are unable to provide for themselves; however, this paper will illustrate what the current system is, the problems of the current system, how the current system can be reformed, and why the current system needs to be reformed.
The welfare system was created after the Great Depression in the 1930's. During the time of the Great Depression millions of Americans were out of work and many found themselves begging for food or standing in charity lines set up by local businesses.  About one-fourth of the country needed assistance, and the federal government answered the nations call to assist the needy. The Roosevelt administration created the Social Security Act in 1935.  That program was to provide aid to people who needed aid.  In the following years the governments role in social welfare expands to provide not only food, but to provide financial and medical assistance for those who have lost their job, are elderly, mentally and physically disabled, provide child services for single parents, and temporary housing for those who cannot call any one place "home".  The welfare system was to assist all citizens of the United States; however, some monies and benefits from the welfare system go toward citizens from other countries.  Since these citizens do not work for the United States they do not contribute to the tax base which funds the social welfare programs provided.  If we are to make this new program work then only persons who are able to work and pay taxes will have access to welfare benefits. 
The first type of welfare benefit is a monetary benefit.  Most people think about unemployment benefits as cash from the government even though there are other types of financial assistance available.  We will focus this part on unemployment benefits payments.  When a person loses their job they can apply for unemployment.  The decision to grant claims is made by a case manager at the Welfare office who must first determine if the person applying for benefits was terminated by the employer, voluntarily resigned, or laid-off from his or her job.  For most claim cases the first two reasons do not guarantee benefits although certain unscrupulous individuals still try to pursue the claim and do their best to convince the case manager to authorize benefits. 
The second type of welfare benefit is that of nutritional sustenance or "food stamps."  I feel that we can all agree that no person shall be denied food because every person has a right to adequate food and water.  In fact, according to Dr. Abraham Maslow’s Hierarchy of Needs, said that food and water was a basic psychological need that must be satisfied before any person can satisfy their greater needs for security and comfort.  A prime example is trying to maintain a normal life with the pain of hunger lingering in your stomach.  A program first created in 1939 provided food to the impoverished by using a special stamp.  In 1969 the program would be called the Supplemental Nutrition Assistance Program.  These stamps were treated as cash when traded for food.  In more modern times the actual "stamp" was replaced by coupons, and then replaced by an Electronic Benefits Transfer or EBT for short.  EBT cards work just in the same manner as a debit card which ties their benefit amount to a bank account.  Since an electronic transfer of money is cheaper than printing actual coupons, the EBT system saved the government money. The EBT cards much like the paper coupon predecessor was abused because benefit holders would trade their benefits for cash.  There are cases of merchants who accept EBT cards as payment for goods that were not authorized to be sold as such.
The third type of welfare benefit is low income housing.  A branch of the government called Housing and Urban Development or HUD provides low-income housing opportunities to the same individuals who qualify for most benefits.  Low income housing was not meant to be a permanent solution to the problem of persons being displaced because they can no longer afford a home.   Even though low income housing is a temporary fix, some families living in low income housing have become dependent living in their low income government owned home.
The fourth type of welfare benefit is medical assistance in the form of Medicaid.  Medicaid is a government run program that provides low income persons with medical care.  Welfare recipients who qualify for these benefits may have to pay a small co-payment amount and the total care they receive is equal to what a person that pays for his or her own insurance may receive.  The money for these benefits does not go to the recipients but to the hospitals instead. This is not the same as Medicare as Medicare is for persons over the age of 65.
The 1996 welfare reforms under the leadership of President Bill Clinton set a new direction on how welfare is handled in America.  The new Personal Responsibility and Work Opportunity Act helped individuals focus on getting his or her life back together and get back to work instead of taking advantage of the welfare system without seeking employment.  I understand that the Personal Responsibility and Work Opportunity Reconciliation Act put limits on benefits to non-citizens but I will argue that no benefits should be provided to non-citizens.  A positive benefit is that immigrants who consider coming to America to ride on the “coat tails” of American generosity may rethink their plans for hoping America will provide them benefits if they fail.  George Bojas wrote in the International Migration Review “the welfare state creates a magnet that influences the migration decisions of persons in the source countries, potentially changing the composition and geographic location of the immigrant population in the United States in ways that may not be desirable. The potential magnetic effects of welfare raise questions about both the political legitimacy and the economic viability of the welfare state” (borjas). 
This new shift in thinking lead to the Temporary Assistance for Needy Families, also known as TANF, which essentially reworked the old welfare system originally instituted in 1935.  These new benefits put a five year lifetime limitation on collecting welfare benefits.  In essence, they forced those on welfare to seek gainful employment in exchange for their welfare payments.  A few years after the TANF introduction welfare case loads dropped over sixty-percent and millions of tax dollars were saved from waste.  I argue that this is a proven fact that the lazy and lethargic attitude toward work was only encouraged by a free government handout that went unchecked for decades.  For example, if people were self-motivated to improve their own lives then why are so many Americans facing obesity and poor health because of their own eating habits?  To address the critics who argue that my proposed welfare time limits should be abolished I provide the following counter-point.  Humans are inherently lazy, and given the opportunity to seek free money they would.  A case in point would be the true story of Rosie Watson of Lake Providence Louisiana who bragged about collecting $46,716 in welfare checks every year.  I believe that she was so dependant on her lifestyle that she even petitioned a doctor to declare her disabled.  “In her own case, she was turned down five times because doctors agreed she was not disabled.  “One commented, “Patient is determined to become a ward of the government.”  Finally, on appeal, an administrative law judge declared her eligible on grounds of stress.” (Payne 27).   There is another recent situation reported by the New York Times which states “a tempest hit Ohio’s Warren County after a woman drove to the food stamp office in a Mercedes-Benz and that she owned a $300,000 home loan-free” (N.Y. Times, A25).
If only these new rules could have been enacted much earlier the taxpayers of America could have shouldered a significantly less tax burden then they do today.  TANF proves that new reforms worked and showed America that hard handed reforms could be executed with successful results.  Even though reforms have lessened the case load and reduced the number on welfare there are many ways the welfare system is still being abused.  The following is a seven phase plan of reform.
The first phase of my welfare reform policy is mandatory drug testing for all benefit recipients and case managers.  No person in the United States can doubt that substance abuse is on the rise because there is a sharp increase in addicted persons seeking treatment.  The Associated Press reports "Nationwide, the admission rate for treatment of methamphetamine or amphetamine addiction rose from 28,000 in 1993 to nearly 136,000 patients in 2003" (Associated Press).  Those who are addicted may have lost everything they own or are on the verge of losing everything when they apply for assistance.  I don't need to remind anyone that illegal drugs also destroy families and lives.  The new reforms will identify those that are on drugs and force treatment to those who are addicted so that they may continue to receive benefits and will be a better and more productive member of society.  Drug testing will be random and without notice because this is part of the success of keeping recipients off drugs and placing a greater penalty on taking drugs.  One could argue that we shouldn't force people to take drug tests because drug testing violates their rights and treats them as criminals.  I argue that a person that tests positive for drugs is traditionally unreliable and if their drug problem grows out of control may resort to crime to fuel their drug habit; furthermore, some employers require a drug test because they want to know if this employee would be a liability, and the American people are tired of paying for other peoples liabilities.
Here is how the drug testing for benefits rule will work.  When new applicants apply for benefits he or she will be asked to perform an immediate urine analysis.  The processing of the sample will follow the same guidelines and procedures as any employer drug screen test.  If a person tests positive for illegal drugs then they must submit and complete a drug treatment program at the expense of the government before becoming eligible for benefits or forfeit their application for benefits.  If they refuse then all benefits will be denied until they complete a treatment program at their expense.  The reason for mandatory substance abuse testing is that persons addicted to drugs collecting welfare will be more inclined to spend their benefits on illegal drugs rather than sustenance for themselves; furthermore, drug addicts will not make the best use of tax payer money and most likely sink deeper into poverty with almost no chance of recovery.  If those who collect benefits test positive for drugs while on welfare then they will immediately forfeit all benefits and be prohibited from applying for welfare for one year and must successfully complete a drug treatment program at their expense.  Drug screening is the critical first step in my new welfare reform plan.  This step is not about saving money but putting money into the hands of those who sincerely need the money. 
            The second phase of reform is a measure that we must implement which is a work-for-benefits plan.  In plain language a person cannot collect any welfare benefits if he or she has not worked.  The reason behind this plan is to curb how much money is being taken from the system and not put back in the system.  An example would be the State of Hawaii, in which the Honolulu Advertiser writes “the average taxes employers pay will soar almost 12-fold, from $90 annually this year to $1070 in 2010” (Honolulu).  How the work-for-benefits plan will operate is a person that works a total number of taxable work hours will earn that individual future credits toward welfare.  The credits are not based on hourly wages and the credits will be translated into actual days of welfare support not welfare benefits available.  So a person who spent more of their lifetime working will be eligible for a longer period of benefit days.  These credits cannot be exchanged, traded with other participants, or redeemed for cash and no additional money is required from businesses.  In this method we satisfy the fairness of “who is able to collect and for how long.”  A merit based system is necessary because welfare no longer wants to provide the impression that welfare is simply free money to be handed out in times on economic hardships.  Workers must be reminded that healthy work ethics is what makes our economy strong and gives a person his or her sense of self worth. 
Abuse of the welfare system can also come from within the system itself.  Case managers that work in the welfare system will continue to be screened for substance abuse as they are now.  Case managers, many who are under-paid and over-worked, may seek to supplement their income by authorizing benefits in exchange for cash "kick backs".  The government will impose severe criminal penalties for case managers who succumb to corruption.  Since we have also put the case managers under a microscope the new reforms must also provide case managers with ways of combating on the job stress; furthermore we must also encourage mental and physical health. 
Not all states provide the type of care I am proposing in the new reforms.  In the State of Hawaii for example, case managers are provided insurance that allows for mental health days off and subsidized care.   New reforms will reduce workloads by hiring more case managers, provide partial reimbursement for counseling, and encourage physical health.  The work load for case managers will be reduced by the number of benefit recipients who will fail the mandatory drug screen as described previously, and less cases will also ease the burden on case managers. Reduction in cases will result in a faster approval or disapproval for qualified individuals who seek benefits and increase the quality of work output.  Case managers are human beings and imperfect.  They are subject to stress not only from work but from external influences such as family and friends.  They will be encouraged to visit their own psychologist on their own time and the case manager will be partially reimbursed by the government.  There is no doubt that mental health is important not only for the case manager but for the people that these cases represent.  The new reforms will also add workout rooms to offices that handle cases.  Exercising in the workplace gives the case managers an outlet to improve their overall well-being, reduces stress levels, and prepares the mind to think quicker and make better decisions.  In support of exercise the Mayo Clinic reports “Physical activity stimulates various brain chemicals that may leave you feeling happier and more relaxed than you were before you worked out” (exercise).
The third phase of welfare reform policy is an overhaul in public housing and how public housing is managed.  The present problems with public housing is public housing has moved from a temporary placement to permanent status housing for most individuals who live there; in addition, there are those who illegally live there with relatives and friends, and some may even have unreported income that allows them to purchase items of excess when that money could be diverted to paying rent in an apartment of their own.  I interviewed a case manager who wishes to remain anonymous.  She manages cases for an emergency homeless shelter on the west side of Oahu.  She told me that the average wait for a unit in affordable public housing is seven years; however, if they check themselves into an emergency shelter the average wait time is only three years.  She also reports that many of them cover up additional sources of income that these people earn from other jobs, because reporting additional income makes them less likely to get into a public housing unit. 
Currently there are no time limits on public housing which means that a person could live in public housing for many years without being asked to leave as long as he or she follows the rules.  In my new reform plans there would be a limit on living in public housing because other people are in need of public housing and the waiting period should be shortened.  This is why I propose a three year maximum housing allowance for individuals and a six year maximum housing allowance for families.  Society must work together to properly transition people out of public housing and into the work force.  The new reform plans will encourage self-confidence and self-worth.  We cannot expect anyone to return to work if they are uneducated and unmotivated.  Enhanced job skills programs and personal and professional development is how individuals on welfare can return back to the job market.
The fourth phase of welfare reform is public education programs in each public housing complex.  Most recipients now may have at best a high school education.  Education is paramount and must be encouraged at all age levels.  Persons need to be reminded that there are hundreds if not thousands of individuals who may be applying for the same position and education and motivation will give them the tools to succeed.  To facilitate education; every public housing project will have an education center on the property that will serve day and evening classes to accommodate those who may have an inflexible schedule.  Participation is required because people cannot be relied upon to take the initiative to attend these classes by themselves if left in public housing.  This step also enforces the concept that public housing is for those who are in dire need of assistance and will do what is required to escape poverty.  The educational portion of these classes will teach courses in math and English at the Senior high school level, and office related computer applications such as word processing and spreadsheet design.  Although attendance at these education classes are a requirement as part of living in public housing, anyone receiving welfare and not living in public housing can attend the educational classes.
The fifth phase of welfare reform is personal and professional development for those people on welfare.  During this phase they will learn job interview skills so that they are properly equipped to handle tough interview questions and resume building workshops.  Another important and fundamental aspect of the class that will be taught is work place ethics and conflict resolution.  Persons transitioning from unemployment back into the workforce may encounter hurdles such as how to handle a manager or boss that may be younger than them, coworkers who have a poor work ethic, or they could experience pressure from work itself and may quit or be terminated and end up back where the started.  There will be a class on personal finance that will teach them how to manage their money, how credit and lending works, and require them to create and maintain a savings account because savings accounts reinforce proper money management.  Some case managers in emergency shelters require residents to have a savings account to stay in the shelter and I feel that this is a great idea.  If benefit recipients are properly educated about money management then they will be more likely to manage their finances better when they transition out of public housing.  Training will be ongoing while they are living in public housing.  There will also be different levels of advanced training and certification for training for a small fee to offset the cost any additional materials.  Tax credits will be provided to employers who volunteer time to teach classes at the public housing education centers and these employers may also participate in job fairs that will be planned for the public housing communities.
The sixth phase of welfare reform is metering of water and electrical usage for each public housing unit.  For example, a report I downloaded from the Hawaii Public Housing Authority reported that the State of Hawaii paid a combined total of $6.5 million dollars in 2007 for just water and power; in addition, I have also read about situations where public housing units are being used for illegal activities such as the manufacturing of drugs like methamphetamine.  Since each unit will be metered managers of public housing units will know if one or more units is drawing more water or electricity than allowed.  If a unit is excessively consuming resources above a normal baseline percentage then a inspector will conduct an unannounced visit.  The inspector will determine if there are any leaks in the system or simply too many electronic devices being plugged in; consequently, if the inspector determines that the excess consumption is caused by the tenant then the tenant will be charged a penalty which must be paid.  The problem with public housing in Hawaii is that public housing has been acutely abused by those who use their unit to promote illegal activities and there is a lack of staff that monitors the property.  Because of this rampant abuse a bill was introduced by the State of Hawaii House of Representatives in 2009.  The description of House Bill 359 reads "Requires mandatory reporting for criminal property damage, drug dealing or drug use, and terroristic threatening.  Requires the housing authority to evict tenants who violate rules" (HB 359, 9). 
The seventh phase of welfare reform is installing a surveillance system that monitors the walkway, common areas, and perimeter of the public housing complex.  The surveillance system will reduce illegal activities on the outside perimeter of the public housing units and reduce crime.  A proven method is already working in Newark, New Jersey.  Katherine Santiago, a reporter for the Star-Ledger, interviewed Keith Kinard, an executive director for the Newark Housing Authority.  Katherine report reports "There are also visible changes in how the different housing complexes, from Riverside Villa to Kretchmer, look now, Kinard said. People feel safe to sit outside and not get bothered by drug dealers" (Santiago). 
There will always be criticism for any drastic plan of action and I would like to address and answer some hypothetical questions that may arise.  One possible hypothetical outcome is the stigma of being labeled “on welfare” will decrease.  Since my plan involves people on welfare staying off drugs and adhering to a back-to-work program, others will view them as someone who is willing to do what is necessary to return back to work.  Persons on welfare will return to work with a focused direction and with a new set of morals.  Although one could argue that even in a near perfect situation some corruption will still occur, I argue that new enforcement and rules is more than a significant improvement from what the system was before.
Another hypothetical argument is that people would rather decide to become homeless than subject themselves to the new set of rules.  I argue that the new policy was designed to ensure that only the people who truly needed assistance would receive assistance.  A Welfare public relations representative will let tax payers know that their money is being used effectively and with very little waste.  A re-skilled and re-tooled self confident person on welfare will be more likely to stay at his or her job and less likely to want to quit.  They will place their value on their employment and be an inspiration to those around them.
America is on the pivot of change.  If we want to be successful then we must also be unafraid to make dramatic, highly controversial, and broad sweeping changes.  In the age of multi billion dollar financial bailouts that seemed to have no positive benefit, for the millions of Americans who are suffering now is the moment that we can leverage our own present for a better future.  Not only should the old welfare framework of our predecessors be razed, but the new generation who wants America to succeed should rise to the challenge to build a new comprehensive system to treating the basic human condition of simply being human.
